REUTERSIt’s typically one of the least controversial bills Congress takes up—a reauthorization of the national bone marrow donor program—but for reasons that seem divorced from reality, two of the most tendentious GOP lawmakers voted against the measure this week.Reps. Marjorie Taylor Greene (R-GA) and Lauren Boebert (R-CO) were the two lone noes on a 415-2 vote on Thursday, and their opposition to a bill aimed at helping treat diseases like leukemia seemed, at best, curious.In a 132-word statement provided to The Daily Beast, Greene railed against the national debt, abortion, and a lack of transparency—”ZERO transparency”—on spending. “Congress does not take the time to fully read and understand the bills it passes,” Greene wrote.But judging by an earlier statement from Greene’s spokesman, Nick Dyer, it’s Greene and her staff that may be the ones confused about the actual bill.“Nothing in this bill prevents the funding of aborted fetal tissue by taxpayers,” Dyer wrote. “It opens the door for the [National Institutes of Health] to use this bill to research the remains of babies who were murdered in the womb.”While it is technically true that there is not proactive language in the bill preventing “the funding of aborted fetal tissue,” that’s also true of nearly every bill Congress votes on. It also has very little to do with the legislation.The bill is actually a reauthorization of two programs: The C.W. Bill Young Cell Transplantation Program, a program named after a former Republican Congressman which helps match bone marrow and umbilical cord blood with people in need, and the National Cord Blood Inventory Program. That program also provides funding for the collection and storage of umbilical cord blood and bone marrow, both of which can be used to help treat diseases like cancer, anemia, and other immune system disorders.Past versions of this bill have made it very clear that the measure does not provide money for embryonic stem cell research—which is related to eggs that were fertilized in a lab and is far more controversial in GOP circles.But this bill is about “adult stem cells,” particularly the stem cells that are collected after a baby has been delivered and cut from the umbilical cord. While it authorizes $31 million per year for the C.W. Bill Young Cell Transplantation Program for the next five years—and $23 million per year for cord blood inventory program over that same period—the bill is not a spending measure. It will take an actual appropriations bill before actual money goes to the actual programs.As she drafted her explanation Friday, Boebert seemed to establish a new criteria for legislation that she supports. “I’m not voting for bills that don’t go through committee and add hundreds of millions of dollars to the national debt,” Boebert tweeted Friday afternoon.Again, the legislation doesn’t actually spend money, and the bills that avoid committee markups but make it to the House floor are typically only the least controversial ones—like measures to help people fight cancer.A similar bill passed the House last Congress 414-0, and the Senate gave voice vote approval to the legislation, meaning it was so uncontroversial they didn’t even hold a recorded vote. Local governments and institutions across the US reckon with painful legacies as lawmakers in Washington prepare for landmark legislation
WASHINGTON — The U.S. will likely increase its troop presence in Afghanistan temporarily over the coming weeks and months in order to fulfil President Joe Biden's order to safely withdraw all forces from the country by Sept. 11, the Pentagon said Friday. Pentagon chief spokesman John Kirby declined to provide specifics and said details are still being worked out. But he said “it’s logical to assume that you may need some logistics help, maybe some engineering help, you may have to add some force protection capabilities — again temporarily — just to make sure that the drawdown goes in a safe, orderly and effective way.” Biden announced Wednesday that the U.S. would pull all of its more than 2,500 troops out of Afghanistan by Sept. 11 — the 20th anniversary of the al-Qaida terror attack on the U.S. that had triggered the U.S.-led invasion of Afghanistan. NATO announced it would follow the same timetable for withdrawing more than 7,000 allied forces. The president's decision defies a May 1 withdrawal deadline that was agreed to by the Trump administration as part of a peace agreement with the Taliban. Instead, Biden said that the U.S. withdrawal would begin on May 1. Speaking at a Pentagon press conference on Friday, Kirby had few details on the pace and timing of the drawdown. He said it was not clear how many troops would be out of the country by May 1 as a signal to the Taliban that the U.S. was abiding by its new plan to begin leaving. The Taliban has warned that it will retaliate if the U.S. does not abide by the Trump administration's agreement. And those threats are a key concern for the Pentagon as it tries to safely move troops and likely millions of dollars in equipment out of the country. Biden, Defence Secretary Lloyd Austin and others have made it clear that the U.S. is keenly aware of the Taliban threats, and that any attacks on U.S. or allied personnel or facilities would face strong U.S. reaction. Kirby also said it's not clear if any U.S. contractors will remain in the country. He said that the goal is to get all Defence Department personnel out and “I suspect that contractors will be part of that.” But he added that it's not clear if there will be an ongoing reason to keep some type of contractor support in the country. According to the Pentagon, the number of contractors in Afghanistan started to decline over the past year or so. According to the latest numbers, there are close to 17,000 Defence Department-funded contractors in Afghanistan and less than a third of those were Americans. The total included more than 2,800 armed and unarmed private security contractors, of which more than 1,500 are armed. Of those 1,500, about 600 are Americans. Defence Department contractors conduct a wide variety of tasks from protecting convoys and serving as security escorts to training, engineering and maintenance duties. Defence officials and military commanders have been planning for the U.S. troop withdrawal for months, spurred on by the peace agreement and the Trump administration’s persistent desire to end the war. The Pentagon, however, was able to successfully argue over the past year or more that a complete pullout was unwise, and would strip the U.S. of any leverage with the Taliban in the peace talks. In defending the new withdrawal plan, the Biden administration has argued that the U.S. and its NATO allies have achieved their goal of killing al-Qaida leader Osama bin Laden and decimating his network, which made the 9-11 attack possible. And officials say the U.S. military will maintain assets in the region to ensure that Afghanistan is not used as a base for terror attacks against America again. A number of U.S. lawmakers and human rights groups have denounced the decision, saying the troop pullout could cause security in Afghanistan to collapse and erode gains in governance, democracy and rights for women. And military critics have raised doubts that the U.S. will be able to keep pressure on terror groups, including an affiliate of the Islamic State, that still maintain a presence in Afghanistan. Austin has said that the United States will keep counterterrorism “capabilities” in the region to keep pressure on extremist groups operating within Afghanistan. CASPER, Wyo. — YouTube personality, businessman and musician Jeffree Star was hospitalized after a car crash in Wyoming. Star veered off a slushy road in the Casper area Friday morning and overturned his Rolls Royce, according to the Wyoming Highway Patrol. A friend, Daniel Lucas, also was in the car. Both were taken to Wyoming Medical Center in Casper with undisclosed injuries. Star is best known for his cosmetics business. He has been splitting time between California and his small ranch near Casper since December, the Casper Star-Tribune reported. Since moving to Wyoming, Star has said he plans to employ locals at a warehouse for his company, Jeffree Star Cosmetics. He has drawn attention for using racist language and more recently has posed with a Confederate flag and promoted self-harm, prompting him to apologize. The Associated Press

Federal officials on Friday reversed Trump administration restrictions on using human fetal tissue for medical research. The changes clear the way for using government money on work that in the past has led to treatments for a variety of diseases, including COVID-19. Government scientists now will be able to resume research that uses tissue from elective abortions. Scientists at universities also can now apply for federal grants without getting approval from a special ethics panel for any such work. Health and Human Services Secretary Xavier Becerra determined there were “no new ethical issues that require special review,” so the agency will return to using procedures that had been in place for decades before then-President Donald Trump's administration changed the policy in June 2019, a statement from the agency said. Those provisions include following applicable laws, such as obtaining informed consent from anyone donating such tissue. The changes were detailed in a notice to researchers. Two dozen members of Congress who had written to Becerra urging the change praised the move. The restrictions were “politically motivated and unnecessary,” they wrote earlier this week. The American Society of Reproductive Medicine also issued a statement applauding the change. “The United States government has developed a robust system of oversight. .... Ideologically driven politicians must not be allowed to interfere with this system on a whim," the group said. Research using fetal tissue led to vaccines for rubella and rabies and drugs to treat HIV. But such work has long been targeted by abortion opponents. The National Right to Life Committee condemned what it called a “sickening decision” by President Joe Biden’s administration. ATHABASCA, Alta. — The mayor of a town in northern Alberta says Premier Jason Kenney shouldn't have commented about an outbreak of COVID-19 among school students and staff if he didn't know the circumstances. Kenney said during two news conferences this week that the outbreak in Athabasca, Alta., was one of the worst in the entire province and had stemmed from a birthday party. "Apparently the virus had a 100 per cent attack rate at that birthday party. All of the kids who came to that birthday party got sick,'' he said. An official with Alberta Health subsequently said there was no data to suggest there had been an outbreak from a children's party in the community. A spokeswoman for Kenney said he misspoke about the location of the party and was using it as an example of how easily COVID-19 can spread. Mayor Colleen Powell says the publicity the town of 13,000 people has received since the premier's comments is not the kind it wants. "Why are you saying these things when you don't know?" Powell asked in a phone interview. "I had a couple of people get in touch with me (asking) who held the party. News spreads like wildfire." Just over 100 people, including students and a dozen staff, from three different schools in Athabasca tested positive for COVID-19 and its variants. But students and teachers are feeling confident about returning to classrooms on Monday after a week of spring break and two weeks of self-isolating, said the superintendent for Aspen View Public Schools. "We feel like we've mitigated the risk, and we feel like it's time to go back and give it a shot," said Neil O'Shea. "Some of the cases within the town and the county have gone down. We've deep-cleaned all of our schools. We've adjusted a little bit of our protocols around masking. Our phys-ed classes are going to be held outside." The area had 155 active cases on Friday. O'Shea said he first heard about an outbreak near the end of March at Edwin Parr Composite School, where about 700 students in Grades 7 to 12 are enrolled. Students from two more schools started showing symptoms and the school board shut them all down, he said. "We went all the way from kindergarten to Grade 12 online for the three weeks, just because of the interconnectedness of our communities and families and transportation and workplaces." Powell said that earlier in the pandemic, she kind of agreed with some who said rural towns shouldn't face the same public health restrictions because they are smaller. But with the rapid rise in cases, she doesn't feel that way anymore. "It's been a lesson." Anne Karczmarczyk is a school board trustee and the mother of two girls who tested positive in the Edwin Parr Composite outbreak. She said she has heard nothing about a birthday party and the premier's comments came as a surprise to her. "My own daughters contracted the variant and they got it from school. I know for a fact that all of the cases were at our school and not all from a birthday party," Karczmarczyk said. "It sets an uneasy feeling when you hear that, especially as a parent who had children with COVID ... I just know my kids did not receive it from a birthday party." Karczmarczyk said the two other schools that were shut down were a primary school and a middle school. "There were probably contacts from busing, or contacts from siblings or family members ... that sort of thing. That would basically (be) how it travels everywhere else." She said the community has been working hard to bring down cases. "It's an eye-opener, hopefully, for people to be more vigilant," Karczmarczyk said. NEW YORK — David Beckham's Inter Miami was found by Major League Soccer to have violated league budget rules with its signing of French midfielder Blaise Matuidi, and the team bought out the contract of Argentine midfielder Matias Pellegrini to get back in compliance. MLS said Friday that final results of the investigation, including sanctions, will be announced “in the near future.” The league said Pellegrini is being loaned to Fort Lauderdale, the affiliate of Miami in the third tier United Soccer League's League One. That team is Miami's reserve side. The league announced its investigation on March 5. The 33-year-old Matuidi, a member of France’s 2018 World Cup champions, joined Miami on Aug. 13 from Juventus. Miami said it used targeted allocation money. Each team was allowed two high-priced designated players whose budget charge could exceed the maximum, plus a third if there was a $150,000 payment to the league split among other teams, under roster rules announced by the league on March 1 last year. Ahead of its first season as an expansion team, Miami announced it signed Argentine Pellegrini as a young designated player from Argentina’s Estudiantes on July 26, 2019; Mexican midfielder Rodolfo Pizarro as a designated player from Monterrey on Feb. 17, 2020; and Argentina forward Gonzalo Higuaín as a designated player from Juventus Sept. 18. WASHINGTON — A member of the far-right Oath Keepers militia group and heavy metal guitarist on Friday became the first defendant to plead guilty to federal charges in connection with the insurrection at the U.S. Capitol. Jon Ryan Schaffer, the frontman of the band Iced Earth, has agreed to co-operate with investigators in hopes of getting a lighter sentence, and the Justice Department will consider putting Schaffer in the federal witness security program, U.S. District Judge Amit Mehta said. This signals that federal prosecutors see him as a valuable co-operator as they continue to investigate militia groups and other extremists involved in the insurrection on Jan. 6 as Congress was meeting to certify President Joe Biden's electoral win. Schaffer, a supporter of former President Donald Trump, was accused of storming the Capitol and spraying police officers with bear spray. He pleaded guilty in a deal with prosecutors in federal court in Washington to two counts: obstruction of an official proceeding, and entering and remaining in a restricted building with a dangerous or deadly weapon. An email seeking comment was sent to an attorney for Schaffer.
