Crude oil is surging, up more than 8% on news that OPEC has agreed to cut production to 32.5 million barrels a day, the first such cut in 8 years. Russia, which is not a member of OPEC, is also expected to cut an additional 600,000 barrels a day. We've seen agreements fall apart before.
