It's the creation of a fellow named Paul Ford.

You click it and it highlights all the "tweetable" sentences on the Web page you are currently looking at in red.

You click on one of the sentences, and a Tweet box pops up, with the highlighted sentence in quotes, next to a link to the page you are looking at.
