Legislation to curb US investment in China is top priority, lawmaker says
The Republican chair of the House select committee on China said on Wednesday the panel's top priority is legislation restricting U.S. investment in China to stop U.S. investors from "funding our own demise". "We have to have an outbound investment regime that basically says, 'No investment in these businesses that are on some kind of a list,' that says, 'We shouldn't be helping the Chinese military, we shouldn't be supporting genocide,'" Rep. John Moolenaar said, speaking on a panel at the American Enterprise Institute.

Fluoride in drinking water poses enough risk to merit new EPA action, judge says
Fluoride in drinking water poses a risk to the intellectual development of children, and U.S. environmental regulators need to address it, a federal judge in California has ruled. U.S. District Judge Edward Chen cautioned that it's not certain that the amount of fluoride typically added to water is causing lower IQ in kids, but he concluded that mounting research points to an unreasonable risk that it could be. Fluoride strengthens teeth and reduces cavities by replacing minerals lost during normal wear and tear, according to the U.S. Centers for Disease Control and Prevention.

Tropical Storm John tilts back to Mexico's Pacific coast
After already battering Mexico's southern coast, a strengthening Tropical Storm John moved back into the Pacific Ocean but is forecast to again slam into the Mexican mainland on Wednesday evening, according to the U.S. National Hurricane Center. John first made landfall on Monday at major hurricane strength, triggering flooding and landslides that crushed homes while leaving at least five dead. Its remnants brought intense rains across several states, home to major ports and beach resorts, before strengthening again.

Target CEO is fighting back against retail theft and winning
Target (TGT) CEO Brian Cornell took the retailer’s top job in 2014, at a time when the business was struggling and coming off of a large data breach. Over the majority of Cornell’s tenure, Target has held its own against rivals Amazon (AMZN), Costco (COST), and Walmart (WMT). Cornell led the company to a revenue increase of nearly 50% from 2015 to 2022, peaking at over $109B as part of a pandemic-related spending surge. Since that peak, Target sales and profits have dipped due to a decline in discretionary spending among consumers, and other factors, including retail theft. In 2022 alone, inventory shrinkage, mostly in the form of retail theft, shaved off $700M from the company’s profits. Following a wave of high-profile ‘smash and grabs,’ including several at Target stores, Target and other retailers have leaned in to increased security and technology to not only reduce and deter theft but to make stores safer and more accessible for customers. These efforts, along with government involvement, are already having an impact, according to Cornell. “I feel so much better today than I did a year ago, and I think it comes back to support at the federal level, at the state level and at the local level,” Cornell says. “To be clear, we do not like locking up product, but we like running stores and we want to keep our stores open. The father of a teenager accused in a 2022 mass shooting in North Carolina’s capital city that left five people dead pleaded guilty Wednesday to storing improperly a handgun that authorities said was found with his son after the shootings. Alan Thompson, 61, appeared to cry as he entered the plea to the misdemeanor charge in Wake County court, news outlets reported. Thompson’s attorney said in court there were no warning signs that Austin Thompson -- accused of five counts of murder as well as other charges -- would commit violence.
