    WASHINGTON — President Joe Biden and Japan Prime Minister Yoshihide Suga showcased the alliance between their two countries as well as their shared resolve in dealing with China as they met at the White House on Friday in Biden's first face-to-face talks with a foreign leader as president. Suga and Biden, who wore masks for their meeting in a visit modified by precautions against the coronavirus, were seeking to challenge messaging from Chinese President Xi Jinping that America and democracies in general are on the decline following the political turmoil and international withdrawal that marked Donald Trump’s presidency. At a press conference in the Rose Garden after their meeting, Biden stressed U.S. commitments to Japan’s defence and said the alliance — the U.S. is Japan’s only treaty ally — would “prove that democracies can still commit and win” and “deliver for our people.” Managing the alliance with the United States is one of the trickiest tasks for any leader of Japan, whose economy depends heavily on China and whose security depends on the U.S. Friday's talks featured unusually frank talk from a Japanese leader against any effort by China to dominate the Indo-Pacific region by “force or coercion.” Suga also called for peace and stability in Taiwan, and urged China — whose disputed claim to Taiwan is a potential flashpoint in the region and with the United States — to peacefully resolve the dispute. China under Xi has been increasingly deploying its military to assert its sweeping territorial claims, helping prod the United States, Japan and some other Indo-Pacific nations to strengthen their alliance. Mildly worded as that part of the two leaders' statement was, it marked the first time a Japanese prime minister had spoken out in a communique with the United States on Taiwan since 1969 talks between Richard Nixon and Eisaku Sato. Suga told Japanese reporters after his White House visit that the two leaders and their aides had spent much of their meetings, conducted around a table in the White House state dining room, sharing stories of their lives and careers. It left them so engrossed “we ended up not even touching our hamburger steak prepared for us," Suga said. “I think we were able to establish a good relationship of trust,” he added. The Biden administration calls managing U.S. policies toward China and the Indo-Pacific the primary challenge for the United States. That helped guide Biden’s decision, announced this week, to pull U.S. troops out of Afghanistan and free the administration to focus more on East Asia. Chinese Foreign Minister Wang Yi had warned his Japanese counterpart in a call ahead of Suga’s visit to see to it that China-Japan relations “do not get involved in the so-called confrontation between major countries." Suga, a farmer’s son who rose to Japan’s highest political office after an early stint as a worker in a cardboard factory, succeeded Shinzo Abe as prime minister last September after long serving as his chief Cabinet secretary. Suga expressed eagerness to meet with Biden early on despite global COVID-19 lockdowns. The pandemic changed the normal routine for a visit by a foreign leader, so Biden didn't host Suga for any formal meal. Earlier Friday, Suga placed a wreath at the Tomb of the Unknown Soldier at Arlington National Cemetery and visited with Vice-President Kamala Harris. An honour guard greeted his arrival at the White House. Speaking to reporters with Biden after their meetings, Suga also spoke out against a surge in attacks on Asians in the United States amid the coronavirus pandemic, and he and Biden pledged to fight such crimes. Biden turned to Suga at one point in their press conference to note the recent victory of Japanese golfer Hideki Matsuyama in the Masters Tournament. The 29-year-old is the first Japanese player to win at Augusta National. “You’ve got a Japanese boy coming over here, and guess what? He won the Masters,” Biden said. Their joint statement also expressed concern over human rights for residents of Hong Kong and for China's ethnic Muslim minority, marking another step where Japan was acceding to a U.S. push for a public rebuke to China. Both countries, however, declared they planned to work with China “on areas of common interest.” Japan long has moved cautiously on steps that might worsen relations with China, though Suga has been more outspoken. His administration pushed its comfort zone in a statement stressing “peace and stability” on the Taiwan Strait. That came during a visit last month by Secretary of State Tony Blinken and Defence Secretary Lloyd Austin, which was the Biden administration's highest-level face-to-face meeting at the time. China tested U.S. and Taiwanese resolve weeks into the Biden administration by sending fighter jets and bombers near Taiwan. Japan considers China’s growing military activity and broad territorial claims to be security threats. Japan is itself locked in a dispute with China over Beijing’s claim to the Japanese-controlled Senkaku Islands, called Diaoyu in China, in the East China Sea. Elsewhere, Tokyo has watched with concern as China has built military installations on disputed territory it claims in the South China Sea. U.S. ships regularly conduct so-called freedom of navigation operations, sailing into international waters that China claims as its own. Biden as president has taken a different approach to China's growing assertiveness and other global challenges, reaching out to allies as a first step. President Barack Obama was seen as cajoling China, in hopes of encouraging reforms. After initially praising Xi, Trump later took on China head-on and solo, with tariffs and insults, while building a golf-buddy relationship with Suga’s predecessor, Abe. The Biden-Suga meeting also saw new announcements on a series of alliance-building moves. The U.S. and Japanese governments have been working to strengthen technology supply chains independent of China during a shortage of semiconductors that’s worrying businesses around the world.     LAS VEGAS — Canadian Adam Svensson is halfway to another victory on the Korn Ferry Tour. Svensson matched the course record on Friday with an 8-under 64 to reach 12-under through two rounds of the MGM Resorts Championship at Paiute. Svensson, from Surrey, B.C., leads Kevin Dougherty by two strokes with two rounds to go. The 27-year-old Svensson, who earned his second Korn Ferry Tour win three weeks ago in Savannah, Ga, scattered 11 birdies, three bogeys and four pars across his his second round including a stretch of eight birdies in 10 holes from Nos. 2 to 11. "A completely different day than yesterday,” said Svensson, who fired a 68 in the opening round. " "Yesterday was cold and windy, but today was more of a relaxed day. I just had the putter rolling whereas yesterday was just a fight to make pars and make a couple of birdies here and there."     ARLINGTON, Texas — Rio Ruiz and D.J. Stewart homered while Jorge López struck out eight in five innings, leading the Baltimore Orioles to a 5-2 victory over the Texas Rangers on Friday night. No. 9 hitter Freddy Galvis had two extra-base hits and scored twice for the Orioles, who improved to 5-2 on the road this season. They were 1-6 in their first homestand, and had to play two doubleheaders against Seattle in the previous three days after a couple of postponements. A week after getting no-hit by San Diego Padres right-hander Joe Musgrove, the Rangers didn’t have a hit off López (1-2) until David Dahl and Nick Solak started the fifth with back-to-back homers. Those were the only hits allowed by López, who had given up 11 runs over 8 2/3 innings in his first two starts. César Valdez, the fourth Baltimore reliever, worked around two baserunners in the ninth for his third save in four chances.     TORONTO — Ontario is extending a stay-at-home order, limiting interprovincial travel and shutting outdoor recreational facilities while giving police new powers to enforce the restrictions amid an onslaught of COVID-19. The Opposition decried the measures as too weak to flatten the curve while the Canadian Civil Liberties Association called the announcement the "Black Friday of rights slashing." The new restrictions do not include mandated paid sick days, which labour groups and public health experts have said would protect vulnerable essential workers and help stop the spread of the virus in workplaces and the community at large. Under the new measures, distribution centres, warehouses and manufacturing plants will remain open while outdoor gatherings will be restricted to members of the same household — people who live alone can join another household — and all recreational facilities such as sports fields, playgrounds and golf courses will be closed. In addition, essential retailers will have to further lower capacity limits to 25 per cent, indoor religious services will be limited to 10 people, and non-essential construction will have to shut down. Premier Doug Ford said the province was on its heels and tougher measures were needed. "We're losing the battle between the variants and vaccines," Ford said. "The reality is there are few options left." To enforce the measures, police and bylaw officers will now be able to stop motorists and pedestrians to ask them where they live and why they're not at home. The new police measures drew immediate condemnation from civil liberties activists. The Canadian Civil Liberties Association said granting police the authority to stop and question anyone at random risks a "rash of racial profiling." "Random police stops during COVID are unconstitutional, presuming those outdoors or driving to be guilty," said Michael Bryant, head of the CCLA. The group also said limiting interprovincial travel will hurt lower-income individuals, prioritizing first-class flyers over drivers. The Toronto Police Service said it was reviewing the new orders. "The provincial government announced stricter measures today to stop the spread of COVID-19 which includes new, temporary powers for police officers in all services across Ontario," a service spokesperson said in an email. "Prior to any change in our enforcement strategy, we will notify the public on how we plan to implement the new provincial orders." The Ontario Association of Chiefs of Police said officers will do their part to enforce stay-at-home orders and new enforcement measures. "Our police officers will use their discretion in using such measures," the association said in a release. The Waterloo Regional Police Service said it will review the new regulations but in the meantime, it will focus on speaking to people to educate them. It said enforcement will be a last resort. "We will not be conducting random vehicle or individual stops. As before, our initiatives will be both complaint-driven or proactive, with the goal of gaining compliance," the service said in a release. "Those that refuse to comply will receive the appropriate penalty." Guelph Mayor Cam Guthrie said the city is reviewing the provincial order but has concerns. "This new Provincial order that says 'police can stop people & ask them what they’re up to' stuff. I’m checking our Charter out on that one," he said in a post on Twitter. "I'm concerned about this & we’re reviewing it. Either way, we're not going to be policing our way out of this pandemic, that's for sure." Chief Peter Sloly of the Ottawa Police Service said his force will continue to encourage people to follow public health restrictions as it reviews the provincial government's new directives. "The OPS will not be conducting random stops," he said in a release. "We will be taking a deliberate and careful approach that emphasizes equity, legality, and efficacy in the application of these authorities with the specific and exclusive purpose to support public health measures. "In order to maintain public trust and support our members in their work, it is important we get this right.” NDP Leader Andrea Horwath said the measures appeared too weak to flatten the curve. She also expressed concern about the impact the restrictions, and the new enforcement powers, could have on "front-line essential heroes." Starting Monday, checkpoints will be set up at the border with Quebec and Manitoba to prohibit non-essential entry. People crossing for work or transporting goods, among others, will be allowed in. The new measures came just hours after Ontario's science advisers warned that the province's COVID-19 infections could soar past 15,000 cases per day by June without tougher restrictions. The dire predictions came after the government pleaded with other provinces to send in nurses and health workers as its hospital system was pushed to the brink. "Our progress is both frustrating and frightening," Dr. Adalsteinn Brown, co-chair of Ontario's science advisory panel, said in presenting the latest projections. Ontario reported 4,812 new cases — another record — on Friday, up from Thursday's record of 4,736. It also reported 25 more deaths related to the virus. The latest data from Critical Care Services Ontario showed 684 COVID-19 patients in adult intensive care units. That number had reached 701 by Friday. Hospitals were "bursting at the seams" and care was already being compromised, Brown said as his group urged Ford to order everyone to stay home for six weeks, and ramp up vaccinations as the only way to gain some control of the pandemic. Vaccines were not reaching high-risk people fast enough to stem the surge in hospital and ICU admissions, Brown said. People at lowest risk were still receiving more vaccines than those at highest risk, he said. "That is a difference that needs to be closed," Brown said, noting the province would see "a very, very big return" in prevented cases if shots were allocated to high-risk communities. According to the advisory group, 60 shots of a COVID-19 vaccine would prevent a single case under an age-based approach. By comparison, just 35 vaccines would prevent a single case if high-risk communities were targeted. Ensuring workplaces were safe, supporting workers with sick leave and limiting mobility would make a provincial shutdown more effective, Brown said. In a letter to all provinces and territories sent Friday morning, Ontario's Deputy Health Minister Helen Angus said the province was short thousands of nurses and asked whether they had any to spare. The pandemic, Angus said, had strained hospital capacity in southern Ontario, particularly intensive care. Ontario was expected to be short 4,145 nurses in the hospital sector alone over the next four months, Angus said, while asking her counterparts for 620 health professionals, including nurses and respiratory therapists. "We are projecting a need for this critical support for four months following the anticipated peak of the third wave," Angus wrote. Alberta, however, declined, saying it was strapped itself, while the premiers of Newfoundland and Labrador and Nova Scotia indicated they were unwilling to share vaccines but were open to giving medical assistance if they could. In Ottawa, Prime Minister Justin Trudeau pledged federal help as he acknowledged the dire COVID-19 situation in Ontario, particularly in Toronto.
