(Bloomberg) -- OPEC+ is closing in on an agreement on output cuts after days of tense negotiations, according to delegates. After direct talks between the group’s heavyweights -- Russia, Saudi Arabia and the United Arab Emirates -- discussions are now focusing on proposals for gradual easing of output cuts over several months, delegates said. There could be a one-month delay before the tapering starts, according to one delegate. The proposals, if accepted by the whole OPEC+ group, would modify the current deal that allows 1.9 million barrels a day of fresh crude supplies to be added to the market from Jan. 1. It’s not clear yet whether the proposals would return that same volume of production over a longer period, or a different amount. The Organization of Petroleum Exporting Countries and its allies need to hash out an agreement on supply levels for next year. Initially, talks had centered on delaying the January production hike by three months, but that option ran into obstacles on Monday amid a clash between Saudi Arabia and the UAE. Since then, delegates have been trying to find a way forward.“Ministers are inching closer to a compromise that should break the impasse,” Energy Aspects Ltd. co-founder Amrita Sen said in a note. “OPEC+ officials are debating a more limited adjustment to the current deal than the proposed three-month delay.”Oil was little changed at $47.98. Russian PositionA gentler tapering of the production cuts could offer a potential compromise after days of talks, offering something to members that are concerned about the fragility of the market, and also to nations that are impatient to raise production. The Russian government, after internal talks with its own oil companies, is ready to agree to a gradual easing of supply curbs within the first quarter of 2021, said a person familiar with the discussions.OPEC+ is due to meet for online talks at 2 p.m. Vienna time on Thursday, after a two-day delay to give countries more time to reach a consensus.OPEC+ rescued the oil market this year from an unprecedented slump, slashing production as the pandemic crushed demand. While crude has surged in recent weeks, a new wave of virus infections is hitting the global economy. Some members believe demand is still too fragile to absorb additional barrels.Fractious talks earlier this week raised the specter of the deal falling apart -- that would sink prices and batter an industry that spans from tiny nations like Gabon to corporate giants such as Exxon Mobil Corp. The intensity of the fight between Saudi Arabia and the UAE took OPEC-watchers by surprise, as the pair have long been staunch allies. But Abu Dhabi has been pursuing a more independent oil policy and wants to pump more.Over the summer, Abu Dhabi’s impatience led it to casting aside its usual obedience to cartel discipline, and pump more crude than its quota allowed. The Saudis were furious, and summoned UAE Energy Minister Suhail Al-Mazrouei to Riyadh for a public dressing down. While the UAE subsequently atoned, people familiar with its oil policy say Abu Dhabi believes the current quota is unfair, and is keen to make the most of massive investments in production capacity. It’s also planning a new regional price benchmark based around its Murban crude variety, which needs the kind of volumes that clash with production limits. If a deal is eventually crafted, it will be scrutinized for its ability to keep the coalition together and disciplined. Tensions are expected to reemerge next year.(Updates with detail from first paragraph)For more articles like this, please visit us at bloomberg.comSubscribe now to stay ahead with the most trusted business news source.©2020 Bloomberg L.P.

Dublin, Dec. 03, 2020 (GLOBE NEWSWIRE) -- The "Rising Technical Sophistication Improving Mission Efficiency for the Transformed Global SmartSafe City Solutions Market, 2030" report has been added to ResearchAndMarkets.com's offering. This research service looks at the SmartSafe City solutions market by identifying technology segments to profile where spending is being allocated to build up and implement these programs globally. As many cities around the world begin to plan for, purchase, and bring online their SmartSafe City programs and technology systems, they are actively attempting to integrate their public safety, health, city services, and citizen engagement capabilities to better serve and safeguard citizens. These programs not only bring together the operations of multiple city departments and agencies but also look to integrate a host of technology solutions that can help augment public safety activities and lead to better decision-making and event response. Technologies used in these SmartSafe systems can fit into 3 broader categories: Observation solutions that allow for better visualization and real-time view of events occurring; Protection solutions that help cities to protect their physical borders, citizens, physical and digital infrastructure, and enact protection procedures to safeguard critical systems and events during an incident, and; Remediation solutions that can help to not only identify threats but also enable city operators to gain real-time situational awareness and enact threat mitigation measures as an event develops. By finding the best balance of these 3 technology solution types, coupled with agency manpower and security operations personnel, cities can then plan the best operational structures for their programs to operate within, process controls governing how operators and agencies respond to various incidents, and enact policies that can govern operator actions and data usage to safeguard the privacy of citizens, while still allowing for data-driven decisions to be made. This service includes a full market analysis, including market size and forecast for the period from 2019 to 2030, segmented by technology groups and by region. Additionally, this research service identifies key growth opportunities, covering the technology solutions and capabilities that will enable further market growth and spending on more SmartSafe solutions, while also looking at specific regional factors and influences that could affect how cities may seek to design, implement, or grow their SmartSafe solutions in the future. Further, this study analyzes how the global Coronavirus 2019 (COVID-19) pandemic will affect the short-term spending in the market, as well as long-term perspectives on how public health initiatives fit within the broader goals of a SmartSafe City program. This service also highlights the 100 major cities profiled in the SmartSafe Cities Tracker as a best practices example of how cities within the region are allocating funds for SmartSafe programs, and to help identify potential new opportunities for other cities throughout a region. The various growth opportunities discussed within this research service include key technology solutions or capabilities that will help to augment many SmartSafe City programs or enable their public safety programs to achieve higher levels of efficacy. Additionally, some growth opportunities are related to the processes and policies that will guide how SmartSafe programs function when reacting or prevent major incidents from occurring, as well as the policies to guide data usage, access, and citizen transparency and engagement in the SmartSafe program.Key Topics Covered:1\. Gavin Williamson has risked a diplomatic row after suggesting the UK secured the coronavirus vaccine approval before France, Belgium and the United States because it is a “much better country”. The education secretary’s remarks came after Britain’s medicine regulator contradicted erroneous claims by Matt Hancock, the health secretary, that the UK got the Pfizer Covid-19 vaccine approved faster due to Brexit. Boris Johnson also declined to echo Mr Hancock’s boast at a No 10 press conference and rather praised the work of the government’s vaccines taskforce as the prime minister set out plans to rollout jabs across the country.
