O’Toole’s carbon plan is a ‘Soviet-style’ policy: Green venture capitalist

Conservative leader Erin O’Toole alternative to the Liberal government’s carbon tax is a personal carbon savings account that’s been compared to loyalty programs like AirMiles. The plan would see Canadians pay into the account when they buy hydrocarbon-based fuel, and use those funds to buy things like bus passes, bicycles, and electric vehicles.

Tom Rand, the managing partner at ArcTern Ventures, calls it a “perverse incentive” that would reward Canadians for burning fuel.
