Finance minister Rishi Sunak announced a costly extension of his emergency aid programmes to see Britain's economy through its current coronavirus lockdown, but announced a tax hike for many businesses as he began to focus on fixing the public finances. Delivering an annual budget speech on Wednesday, Sunak said the economy will regain its pre-pandemic size in the middle of 2022, six months earlier than previously forecast, helped by Europe's fastest COVID-19 vaccination programme. But it will remain 3% smaller in five years' time than it would have been without the damage wrought by the coronavirus crisis and extra support is needed now as the country remains under coronavirus restrictions, he said.
Britain will freeze the amount of money that people can earn tax-free and also the threshold for the higher rate of income tax until 2026, finance minister Rishi Sunak said on Wednesday. Sunak said that while a basic income tax rate of 20% and a higher income tax rate 40% would not be increased, the thresholds for the "personal allowance" of tax-free earnings and at which the higher tax rate kicks in would not rise with inflation. Sunak said that the freeze was part of an approach to fix public finances as he looks for ways to raise funds following unprecedented measures to support jobs and the economy during the coronavirus pandemic.
The Prosecutor of the International Criminal Court said Wednesday she has launched an investigation into alleged crimes in the Palestinian territories. Fatou Bensouda said in a statement the probe will be conducted “independently, impartially and objectively, without fear or favor.” Bensouda said in 2019 there was a “reasonable basis” to open a war crimes probe into Israeli military actions in the Gaza Strip as well as Israeli settlement activity in the occupied West Bank.
There were no immediate reports of injuries. Local officials reported some structural damage, mainly to old houses and buildings that saw walls collapse or crack
SAN DIEGO, March 03, 2021 (GLOBE NEWSWIRE) -- Bionano Genomics, Inc. (Nasdaq: BNGO) announced today that Praxis Genomics, LLC received DEX Z-codes from Palmetto MolDX for its entire testing menu of laboratory developed tests (LDTs) based on Saphyr. The DEX Z-Code modifier is a unique 5-character alpha-numeric code associated with certain molecular diagnostics tests and is typically used by certain payers as an adjunct to non-specific CPT codes when no specific CPT code applies. The code, submitted on a claim along with a particular CPT code provides greater clarity to help payers and physicians understand which test is being ordered, performed and billed. The process removes the need for the provider to submit large amounts of additional information with every claim and can expedite claim payment. The assignment of DEX Z-codes to Praxis’s menu of Saphyr-based LDTs is potentially a major step forward in the coding and eventual coverage of Saphyr-based tests. Praxis is the first CAP-accredited, CLIA-certified diagnostic lab in the United States to develop and offer commercially an LDT based on whole genome analysis with Saphyr. Praxis uses optical genome mapping (OGM) as an alternative to traditional methods of chromosomal microarray (CMA) and karyotyping (KT), as they seek to improve the rate of clinical diagnosis for patients with genetic disease. The Z-codes allow for a path for Medicare coverage and private insurance reimbursement for OGM with Saphyr of patients with suspected genetic disease. The Saphyr system is capable of handling Praxis’ sample workload after the latest updates to the system enabled it to map 96 human samples per week, or about 5,000 per year. Bionano continues to focus on improving the throughput of OGM for even higher volume laboratories and aims to increase the throughput of a single system to as much as 17,000 samples per year by the first half of 2023, while reducing the consumables cost to a target price of $100 per sample. “We are impressed with the progress of Praxis Genomics and its founder Dr. Peter L. Nagy towards making OGM a first line test for genetic disease genome analysis,” commented Erik Holmlin, PhD, CEO of Bionano Genomics. “Following Praxis’ CAP accreditation, we believe that the assignment of MolDX Z-codes for Saphyr testing is an important next step to enable more widespread reimbursement of OGM by private and public payers. Praxis once again is the first U.S. laboratory to pass this milestone, and we believe other U.S. labs will follow in Praxis’ footsteps over time and build the path towards reimbursement. Bionano continues to invest in making OGM faster and even more cost effective to make it the cytogenomics solution suiting the full range of testing volumes, from small, local cytogenetics labs to high-volume commercial or academic testing sites.” About Bionano GenomicsBionano is a genome analysis company providing tools and services based on its Saphyr system to scientists and clinicians conducting genetic research and patient testing, and providing diagnostic testing for those with autism spectrum disorder (ASD) and other neurodevelopmental disabilities through its Lineagen business. Bionano’s Saphyr system is a platform for ultra-sensitive and ultra-specific structural variation detection that enables researchers and clinicians to accelerate the search for new diagnostics and therapeutic targets and to streamline the study of changes in chromosomes, which is known as cytogenetics. The Saphyr system is comprised of an instrument, chip consumables, reagents and a suite of data analysis tools, and genome analysis services to provide access to data generated by the Saphyr system for researchers who prefer not to adopt the Saphyr system in their labs. Lineagen has been providing genetic testing services to families and their healthcare providers for over nine years and has performed over 65,000 tests for those with neurodevelopmental concerns. Google says it won't develop new ways to follow individual users across the internet after it phases out existing ad tracking technology from Chrome browsers in an upcoming overhaul aimed at tightening up privacy. The digital giant has been working on proposals to remove from Chrome so-called third party cookies, which are snippets of code used by a website's advertisers to record browsing history in order to show users personalized ads. Third-party cookies have been a longstanding source of privacy concerns, so Google proposes instead grouping together web users with similar interests and keeping web histories private on user devices.
To Michelle Obama, President Joe Biden's inauguration was a "glorious day" mixed with concerns about more violence after the Jan. 6 U.S. Capitol riot.
Elder Mabel Clarke, who lives at Birdtail Sioux Dakota Nation, wants her front door fixed. She said there are more elders on the reserve who have similar complaints. Clarke had a list of issues she said are not being dealt with: duplexes that do not have back doors, and therefore no emergency exit in case of fire, and elders are not receiving their home visits from nurses. "The chief and the nurses don’t look at us. I gathered all the elders to have a meeting. I told the chief, and he pushed us away about four times," said Clarke. "And the nurses never come to see the elders. They phone the health office and there’s never anybody there. I’m not the only one saying that. There’s a few other ladies that were saying that." On the list of repairs needed, Clarke includes doors needing repairs and some houses need ramps. "We have to hang blankets on our doors," she said. The Brandon Sun spoke to Chief Ken Chalmers on Tuesday. He addressed each concern, while noting 14 major renovations are currently occupying all available contractors. In five years, he has spent $5 million on homes on the reserve. Every penny and house number is recorded with the Canada Mortgage and Housing Corporation (CMHC) or with Indigenous Services Canada (ISC), who provide funding for houses and house repairs. On the matter of meeting with the elders, he cited COVID-19 concerns. A meeting would have meant almost 30 people gathered indoors, which would have contravened pandemic-related provincial public health orders and created a super-spreading event As for Clarke’s house, Chalmers said that’s a far more complicated matter. Her home was fully renovated three and a half years ago to the tune of almost $50,000, but Clarke’s grandson went on a rampage, kicking in the doors and breaking the windows. Chalmers said that’s a regular occurrence. One year, Clarke’s grandson not only kicked in the doors and broke windows, but also destroyed a wall, "electrical wires hanging down and everything." One year, Clarke’s grandson also burned down the reserve church and went to jail for it. Each time, Chalmers said, repairs have been done to Clarke’s home. He said he has all the records, and he figures he has spent $100,000 to $120,000 repairing the house that, in 2018, was in excellent condition. "Every time, we fix it all up," said Chalmers. Chief and council passed a resolution to banish the grandson from the reserve, but he can’t actually be removed unless Clarke presses charges. Chalmers said other family members have tried to get her to press charges. "She’s a nice, nice lady, but she has to press charges on this guy. She refuses," said Chalmers. "She lets him back in. Unconditional love." Chalmers describes a man who drinks, is addicted to methamphetamine, is violent and causes a lot of trouble. "And she’s taking the brunt of it," he said. Chalmers also said others on the reserve are getting tired of it, because some also need home repairs. Nevertheless, he said her home would be repaired. He has to find the money for it, but he won’t get it from CMHC or Indigenous Services. "They’ll just outright refuse," he said. Chalmers did say that once the 14 major projects are completed, his crew would turn to other smaller repairs. As for the duplexes — they have windows meant to serve as fire exits. Chalmers said all building blueprints have to be approved before a build begins, and the buildings are fully inspected by an outside inspector. There is an entire process for that, which is tied to the funding. When it comes to ramps, there is also a process. To begin with, a band member must qualify for a ramp for health reasons. The band has put in temporary emergency ramps until funding can be acquired from Health Canada to build a permanent one. "We’ve been building those like crazy. We’re only allowed one or two ramps a year, but we usually build them ourselves. We built many this year already," said Chalmers. "People call us — we need a ramp here, we need a ramp there. But they need a doctor’s note. There’s special funding for that. I just gotta know where you need a ramp and I’ll put it up." Finally, home visits by nurses — Chalmers did not know what was going on with that. He leaves the health department to do its thing. He said it was the first he had heard of issues. Chalmers, who was in Brandon for a meeting, suggested the Sun call the health centre and speak with the health director to find out what might be going on with home visits. He suggested it might be related to the pandemic. The Sun did call, but there was no answer. Michèle LeTourneau, Local Journalism Initiative Reporter, Brandon Sun
