New York City police officers engaged in an extended standoff with a man observers said was armed with a rifle outside the United Nations headquarters in Manhattan on December 2.
The New York City Police Department (NYPD) instructed people to avoid the immediate area of 42nd Street and 1st Avenue, where a main entrance to the UN used by staff and diplomats is located.
