Singapore, Germany establish reciprocal green lane travel arrangement

SINGAPORE — Residents in Singapore and Germany will soon be able to travel between the two countries for business or official purposes, after the two countries agreed on a Reciprocal Green Lane arrangement (RGL).

This is the first of such travel arrangement by Singapore with a European country amid the ongoing COVID-19 pandemic. It had previously established RGLs with China, Brunei, Japan, South Korea, Malaysia and Indonesia.

The ministries of foreign affairs in both countries said in a joint media release on Friday (23 October) that this travel arrangement will enable essential travel for business or official purposes via direct flights between Germany and Singapore.

“Eligible applicants, who are residents in Germany or Singapore, will have to abide by the COVID-19 prevention and public health measures mutually agreed by both countries,” the media release stated.

“Both countries agreed that the RGL could serve as a model for future similar arrangements between Singapore and other European countries.”

Operational details of the RGL – including the procedural requirements, health protocols and application process – will be announced in due course.

As of Friday, Germany had reported a total of 403,291 COVID-19 cases, with 9,954 deaths. Singapore has a total of 57,941 COVID-19 cases, with 28 fatalities, as of Thursday.

Besides the RGL travel arrangement, Singapore has also established an air travel bubble with Hong Kong, whereby people will be able to travel between the two cities without the need to be quarantine nor restrictions on purpose of travel, subject to conditions such as testing negative for COVID-19.

It also has a periodic commuting arrangement with neighbouring Malaysia, which allows Singapore and Malaysia residents who hold long-term immigration passes for business and work purposes in the other country to return home for leave after spending at least three consecutive months in their country of work.
