Finally, the Sweet 16 games in the NCAA basketball tournament tip off later today and March Madness is providing a windfall for broadcasters. Research by Kantar Media finds TV advertisers spent $7 and a half billion dollars over the past decade, and it's likely they'll shell out more than a billion dollars this year.
