    (Bloomberg) -- Oil edged lower with an increase in U.S. crude stockpiles for the first time since December pointing to the near-term obstacles still facing the market as it recovers from the pandemic.Futures were down about 1% in New York on Friday. A U.S. government report showed domestic crude inventories increased by 4.35 million barrels last week, while distillate supplies also rose. Gasoline stockpiles decreased and a gauge of demand for the fuel ticked higher, helping to limit crude’s slide.“This is clearly a bearish number short-term,” said Quinn Kiley, a portfolio manager at Tortoise, a firm that manages roughly $8 billion in energy-related assets. But the data “suggest demand has recovered a lot more than maybe people would have noticed.”A stronger dollar on Friday has also reduced the appeal of commodities priced in the currency.Crude futures in New York have struggled to advance far beyond $50 a barrel this month amid signals that the recovery in demand is struggling to gain traction as governments toughen measures to curb the spread of Covid-19. Parts of Hong Kong are locking down and the U.K. prime minister is signaling restrictions may last for months.“The pandemic spread and the broader lockdown in China is making people nervous,” said Michael Lynch, president of Strategic Energy & Economic Research. “The possibility that you could see this more contagious mutation causing a bigger lockdown, especially in China, that could have a significant impact on oil demand.”Yet, crude’s market structure has remained firm this week, with key timespreads for both West Texas Intermediate and Brent crude trading in a structure indicating supply tightness. The nearest contract for WTI futures is trading at a premium to the following month, with the Energy Information Administration report showing stockpiles at the nation’s largest storage hub in Cushing, Oklahoma, fell the most since May. Brent’s nearest timespread is also trading in a so-called backwardation structure.Goldman Sachs Group Inc. said the Biden administration’s initial steps -- including a suspension of the sale of oil and gas leases on federal land, a focus on fiscal spending and a likely delay in lifting sanctions on Iran --- may help tighten the oil market this year and next, according to a note. A speedier vaccine rollout could also boost jet-fuel demand, it said.Refineries processed the most crude last week since March, when fuel demand weakened early on in the pandemic. Processing a barrel of crude has become more profitable in recent months, with the combined refining margin for gasoline and diesel near $13 a barrel after struggling to hold above $10 a barrel during parts of the summer and fall of last year.Iran, meanwhile, has started ramping up its oil production and expects to reach pre-sanctions levels in one to two months, according to Deputy Oil Minister Amir Hossein Zamaninia. The market will be able to accommodate the country’s maximum output of around 3.9 million to 4 million barrels a day, he said.     OTTAWA — Prime Minister Justin Trudeau said his Liberal government will look at how it can improve vetting for high-level appointments after the unprecedented resignation of the governor general over allegations of a toxic work environment at Rideau Hall. "We will continue to look at the best way to select people for viceregal appointments," Trudeau told a news conference Friday outside his residence at Rideau Cottage. "It's an important role for Canadians and we will look at how we can improve it." Julie Payette announced her resignation from the role on Thursday, about a week after the government received the damning findings of an independent investigation into allegations of harassment and other workplace issues at Rideau Hall. Trudeau said he spoke with the Queen by telephone Friday to let her know that Chief Justice Richard Wagner is stepping in until Trudeau names a new governor general. A Buckingham Palace spokesperson said earlier that the Queen was being kept informed and will leave the matter in the hands of the Canadian government. Trudeau said everyone deserves a safe and healthy workplace, including employees at Rideau Hall. He also said the work they have done has been "exceptional." Intergovernmental Affairs Minister Dominic LeBlanc said Thursday the debacle of Payette's tenure shows a need to strengthen the process for vetting viceregal appointments. Trudeau chose the former astronaut to be Canada's 29th governor general in 2017 — after disbanding a non-partisan, arm's-length committee created by the previous Conservative government to recommend worthy nominees for viceregal posts. Trudeau faced questions Friday about his judgment and his government's failure to check with Payette's former employers at the Montreal Science Centre and the Canadian Olympic Committee, where she faced similar allegations of harassing and bullying subordinates. Trudeau, while saying Friday the vetting process needs to be improved, would not commit to reinstating that non-partisan, arm's-length committee to choose her successor. LeBlanc said the report, commissioned by the Privy Council Office which he oversees, came to "compelling" and "stark" conclusions and that Payette's tenure shows that the vetting system for such appointments needs to be strengthened. "Obviously, this circumstance is far from ideal," LeBlanc said in an interview shortly after Payette's resignation. "There always has been a process of vetting, of checks that are made when somebody is appointed to any government job. But clearly, the process can be strengthened, can be improved." LeBlanc said discussions have already been had with those responsible for vetting, but the prime minister hasn't had time yet to reflect on the best way to choose Payette's successor. The government will have more to say on that likely next week, he said. Trudeau's minority Liberal government could be defeated at any time and, were that to happen, it would fall to the governor general to decide whether to call an election or give Opposition Leader Erin O'Toole a chance to see if he can command the confidence of the House of Commons. Until a successor is named, Wagner will assume the duties of the governor general so there will be no constitutional vacuum. Still, LeBlanc said the government intends to move quickly to find a successor. "We recognize also the need to be expeditious, not to have the chief justice acting in this role for a period of months. I don't think that would be appropriate." The government does not intend to release the report just yet due to privacy issues and the promises of confidentiality made to all complainants, LeBlanc said. But it will eventually release a redacted version of the report in response to requests made under the Access to Information Act. While he wouldn't go into details, LeBlanc said the report found Rideau Hall "was obviously an unacceptable workplace." "Public servants who work for the government of Canada have the right to a secure, safe and healthy workplace and we are adamant … that standard be upheld at every institution of the government of Canada." He said the report "painted a picture that was not consistent" with that standard. The Senate recently agreed to pay $498,000 in compensation to nine former employees of ex-senator Don Meredith, who was accused of sexually harassing, belittling and humiliating his staff. LeBlanc said there's been no consideration thus far — and no mention in the report — of paying compensation to Rideau Hall employees, some dozen of whom complained anonymously to the CBC about Payette yelling at, belittling and publicly humiliating staff, reducing some to tears and prompting some to quit. He said such questions will be handled by senior PCO officials, who are planning to talk with all employees at Rideau Hall to plan next steps. NDP Leader Jagmeet Singh said the choice of Payette was one of style over substance. “Really it comes down to Justin Trudeau, who was more interested in a flashy announcement of a governor general rather than doing the work of making sure it was the right selection," Singh told a virtual news conference Friday.     LONDON — Four people-smugglers convicted of killing 39 people from Vietnam who died in the back of a container truck as it was shipped to England were sentenced Friday to between 13 and 27 years in prison. The victims, between the ages of 15 and 44, were found in October 2019 inside a refrigerated container that had travelled by ferry from Belgium to the eastern England port of Purfleet. The migrants had paid people-smugglers thousands of dollars to take them on risky journeys to what they hoped would be better lives abroad. Instead, judge Nigel Sweeney said, “all died in what must have been an excruciatingly painful death” by suffocation in the airtight container. The judge sentenced Romanian mechanic Gheorghe Nica, 43, described by prosecutors as the smuggling ringleader, to 27 years. Northern Irish truck driver Eamonn Harrison, 24, who drove the container to the Belgian port of Zeebrugge, received an 18-year sentence. Trucker Maurice Robinson, 26, who picked the container up in England, was sentenced to 13 years and 4 months in prison, while haulage company boss Ronan Hughes, 41, was jailed for 20 years. Nica and Harrison were convicted last month after a 10-week trial. Hughes and Robinson had pleaded guilty to people-smuggling and manslaughter. Three other members of the gang received shorter sentences. Prosecutors said all the suspects were part of a gang that charged about 13,000 pounds ($17,000) per person to transport migrants in trailers through the Channel Tunnel or by boat. Sweeney said it was “a sophisticated, long running, and profitable” criminal conspiracy. Jurors heard harrowing evidence about the final hours of the victims, who tried to call Vietnam’s emergency number to summon help as air in the container ran out. When they couldn't get a mobile phone signal, some recorded goodbye messages to their families. The trapped migrants — who included a bricklayer, a restaurant worker, a nail bar technician, a budding beautician and a university graduate — used a metal pole to try to punch through the roof of the refrigerated container, but only managed to dent it. Detective Chief Inspector Daniel Stoten, the senior investigating officer on the case, said the victims “left behind families, memories, and homes, in the pursuit of a false promise of something better.” “Instead they died, in an unimaginable way, because of the utter greed of these criminals,” he said.
