People across England can return to the shops, get a haircut and sit outdoors at a pub from Monday as the country’s coronavirus lockdown is eased.

Pub beer gardens can reopen and restaurants can resume outdoor dining, while non-essential shops can return, as can hairdressers, beauty salons, indoor gyms, nail salons, libraries and zoos.

Members of the same household can take a holiday in England in self-contained accommodation, while up to 15 people can attend a wedding and up to 30 can go to a funeral.

Driving lessons can resume, care home visits can increase to two per resident and children can attend any organised indoor children’s activity.

Boris Johnson advised the nation to “behave responsibly” as caution is urged while social mixing inside is still heavily restricted.

“I’m sure it will be a huge relief for those business owners who have been closed for so long, and for everyone else it’s a chance to get back to doing some of the things we love and have missed,” the prime minister said.

“I urge everyone to continue to behave responsibly and remember ‘hands, face, space and fresh air’ to suppress COVID as we push on with our vaccination programme.”

Mobile beauty salon chain Secret Spa started taking customers from midnight on Monday to make the most of restrictions easing.

It is estimated that just two out of five pubs have the space to reopen for outdoor service.

The next significant easing date is 17 May, when socialising indoors will be permitted under the “rule of six” – if the prime minister judges that the vaccination programme is safely breaking the link between infections and deaths.

About 61% of adults have received at least one dose of the vaccine, according to official figures suggesting that more than 32 million people have received a jab. More than 14% have had both doses.
