Section 144 Rescinded in Puducherry: Report
According to an Indian Express reporter, prohibitory order issued under section 144 of CrPC in Puducherry in view of Cyclone Nivar to prevent loss of life and ensure the safety of general public has been rescinded.
Puducherry Chief Minister V Narayanasamy visited Uppalam are on Thursday, 25 November, to take stock of damage caused by Cyclone Nirvar and meet people affected by the cyclone.
As Cyclone Nivar weakens, Atulya Mishra, Additional Chief Secretary, Tamil Nadu on Thursday, 26 November, said that there had been three deaths due to the cyclone in the state, while three more people had been left injured. Meanwhile, Union Home Minister Amit Shah stated that the government is monitoring the situation in Tamil Nadu and Puducherry and assured all possible help to the states.
Section 144 has now reportedly been rescinded in Puducherry.
Meanwhile, despite rains continuing, the Chennai Airport resumed its operations at 9 am on Thursday. Metro services in Chennai, which had been suspended earlier, also resumed at 12 pm on Thursday.
The IMD on Thursday said that “severe cyclonic storm” weakened into a “cyclonic storm” over north coastal Tamil Nadu.
Late on Wednesday night, Cyclone Nivar made landfall near Puducherry after 10.30 pm as a “very severe cyclonic storm”
Owing to heavy rains, water was released from the Chembarambakkam reservoir, one of the main reservoirs for Chennai, on the noon of Wednesday, 25 November

Tamil Nadu Deputy Chief Minister O. Panneerselvam visited water-logged areas in Chennai on Thursday to review the situation after heavy rains due to Cyclone Nivar.
Cyclone Nivar Weakens Into Cyclonic Storm
The IMD on Thursday said that "severe cyclonic storm" Nivar weakened into a “cyclonic storm” over north coastal Tamil Nadu. The weather department added that it will continue to move northwestwards and further weaken into a "deep depression" during the next six hours and then into a "depression" in the subsequent six hours.
3 Dead in TN Due to Cyclone Nivar
Atulya Mishra, Additional Chief Secretary, Tamil Nadu on Thursday said that there had been three deaths due to Cyclone Nivar and three more people had been left injured. Meanwhile, 101 huts have been damaged and 380 fallen trees have been removed, he added.
There is a complete restoration of essential services, he added, according to ANI.
Heavy Rains Lash Puducherry
Heavy rains lash Puducherry and its suburbs, uprooting trees, damaging electric poles and leaving several areas inundated, reports PTI.
Metro to Resumed at 12pm Today
Chennai Metro Rail services will resume at 12 pm today with a train every 10 minutes.
Amit Shah Assures All Possible Help from the Centre
Union Home Minister Amit Shah stated that the government is monitoring the situation in Tamil Nadu and Puducherry.
“Have spoken to CM Palaniswami and CM Narayanasamy and assured all possible help from the centre. NDRF teams already on ground to help people in need,” Shah tweeted.

Rains to Continue in Tamil Nadu
According to The News Minute, the Regional Meteorological Centre said Tamil Nadu will continue to receive "scattered heavy" to "very heavy rainfall" with "isolated extremely heavy rain" at Thanjavur, Tiruvarur, Nagapattinam, Cuddalore, Chennai, Kanchipuram, Chengalpattu, Mayiladuthurai, Ariyalur, Perambalur, Kalakurchi, Villupuram, Tiruvannamalai districts of Tamil Nadu, Puducherry and Karaikal. Heavy rain is also likely to occur at a few places over Vellore, Ranipet, Tiruvallur, Tirupattur, Krishnagiri, Tiruchy, Salem and Dharmapuri districts of Tamil Nadu, a release from RMC said.
Chennai will receive rains for two more days till Friday. The skies are likely to be overcast with heavy to extremely heavy rain, likely to occur at certain places on Thursday.
Chennai Airport Resumes Operations
Meanwhile, despite rains continuing, the Chennai airport resumed its operations at 9 am on Thursday.

Yellow Alert for Karnataka
As the cyclone is weakening, the strong winds will not be as severe once it moves towards Bengaluru. A yellow alert for Wednesday and Thursday has been sounded for the city by the India Meteorological Department (IMD).
Other districts like Chamarajanagar, Chikkaballapur, Hassan, Kolar, Mandya, Mysuru, Ramanagara, and Tumkur are also under yellow alert for the next two days. The primary reason for the alert is the possibility of heavy rainfall in the range of 60-120 mm on these two days. As per the IMD forecast, widespread rainfall with isolated heavy falls is possible across South Interior Karnataka on Wednesday and Thursday.
Cyclone to Weaken in Three Hours
The cyclone lay centred over coastal Tamil Nadu and Puducherry, at about 25 kms north of Puducherry, as on 5.20 am on 26 November.
The severe cyclonic storm with wind speed of 90-100 kmph gusting to 110 kmph would move northwestwards and weaken further into a cyclonic storm during the next three hours, reported Indian Meteorological Department.
1 Lakh People Evacuated
According to officials, over one lakh people have been evacuated across Tamil Nadu and more than 1,000 people shifted to safer places in Puducherry.
The Indian Navy has deployed ships, aircraft, helicopters, divers, and disaster relief teams and an Indian Coast Guard vessel has also been deployed off Chennai coast with disaster relief items.
The Indian Army has also deployed eight rescue teams by “Dakhshin Bharat Area”, following requisition by Puducherry civil authorities to undertake rescue operations.
Rainfall Continues as Roads Gets Waterlogged
Rainfall recorded between 8:30pm and 02:30am was:
Puducherry: 237mm
Cuddalore 246mm
Chennai 83mm
Nagapattinam 63mm
Several areas in Chennai, Puducherry, Nagapattinam, Vellore, Chengalpattu, Karaikal have reported severe waterlogging. District corporation officers have been working round-the-clock to ensure fallen trees and electric lines are cleared.
Danger Not Over
The centre of Cyclone Nivar crossed the coast near Puducherry at 11:30 pm. It then weakened and lay as a severe cyclonic storm at 2:30 am of 26 November. Winds will gradually decrease to 65-75 kmph during the next three hours, with further NW movement of system over land.
“Danger not over yet, some part of cyclone still over sea though centre's over land,” said Indian Meteorological Department.
Heavy Rains to Continue
Tamil Nadu State Disaster Management Authority issued severe weather warning for the state. Severe thunderstorm with heavy rain likely to occur over Thiruvannamalai, Cuddalore, Kallakurichi and Viluppuram districts of Tamil Nadu and Puducherry area within the next three hours.
Moderate thunderstorm with moderate rains is likely to occur over Ariyalur, Dharmapuri, Dindugul, Krishnagiri, Mayiladathurai, Nagapattinam, Perambalur, Pudukkottai, Salem, Thanjavur, Thiruvallur, Vellore, Chengalpattu, Kancheepuram, Thirupattur, Vellore, Trichy and Chennai.
Cyclone Makes Landfall Near TN as 'Very Severe Cyclonic Storm'
Cyclone Nivar made landfall close to the Puducherry coast and its centre will cross the coast near the Union Territory in three hours time, the India Meteorological Department said on late Wednesday, 25 November.
In its bulletin issued at 10.30 pm, the IMD said the cyclone Nivar is to cross the coast close to Puducherry in three hours time with a wind speed of 120-130 kmph gusting at 145 kmph.
