$640K retirement package for ill St. John's city manager

St. John's city council will release details of former city manager's $640K severance package

A St. John's city manager who retired in February due to health reasons was paid well over half-a-million dollars in a "mutually agreeable compensation package," a city statement said Thursday.

Neil Martin left the job after 29 years of service with the city, including jobs as director and city clerk.

He was being treated for cancer, and asked for privacy.

The statement from city council, released just hours before the provincial budget on Thursday, detailed the amounts paid to Martin upon retirement — amounts that add up to $640,206.

"The circumstances of Mr. Martin's employment were unique," said the city's news release, adding that Martin's contract "did not address compensation in the event of early retirement."

In consulting with its lawyer to determine an "equitable retirement package," the city said it considered factors such as "position/responsibilities, health, years of service, accrued benefits and terms of his employment contract."

The breakdown includes:

- Annual leave: $234,993 [Martin was entitled to bank unlimited annual leave, a provision that's now being phased out, and capped at a maximum 12 weeks]

- Sick leave: $126,465 [based on daily pay rate, times the number of unused sick days in leave bank]

- Retiring allowance: $144,000 [one week's pay for each year of service]

- Salary continuance: $134,748 [six months, negotiated]

The city said compensation was paid out in a lump sum, except for the retiring allowance.

Another 29 senior staff, who retired before Jan. 31 after the city offered an incentive package, were paid a total of $7,088,809.
